For several years, Vishal Tower at District Centre, Janakpuri was managed by Ajay Enterprises Pvt. Ltd., a part of the Eros Group—also known as the original builder and developer of much of the Eros Corporate and District Centre complex. Under their management, property owners and occupants of Vishal Tower received receipts and maintenance documents bearing the Eros Group’s details, as shown in earlier billing records issued by Ajay Enterprises.

However, starting October 2025, a shift in maintenance management appears to have taken place. Property owners in Vishal Tower have now begun receiving invoices issued by a newly registered entity: the Vishal Tower’s Apartments Owners and Occupants Association (VTAOOA).

According to the new invoices, the billing structure now includes heads such as general maintenance, building insurance, replacement fund, water charges, and ground rent — along with applicable CGST and SGST components. The invoice format indicates a transition toward an association-managed model, where the ownership and operation of common services are overseen by residents or unit owners themselves, rather than the original builder’s facility management company.

Why This Change Matters

The formation of an Apartment Owners Association (AOA) is a significant milestone for any building community. Under the Delhi Apartment Ownership Act, such associations are intended to give property owners direct control over their building’s finances, maintenance, and operational decisions.

Key benefits include:

  • Transparency in how funds are collected and spent
  • Collective decision-making on maintenance, repairs, and upgrades
  • Legal standing to manage utilities, vendors, and compliance matters
  • Accountability in service contracts and expenditure
  • Greater say in resolving disputes and enforcing building rules

In principle, an AOA helps shift power from the builder or developer to the residents themselves, ensuring that maintenance charges reflect actual expenses and community priorities.


Concerns Over Rising Maintenance Costs

While the creation of an AOA is a positive step toward owner empowerment, several Vishal Tower occupants have pointed out that the new maintenance rates — approximately ₹11 per sq. ft. — are on the higher side when compared with similar commercial and mixed-use properties in the District Centre area.

For context, other buildings such as Vishwasadan, Kirti Shikhar and Both Suneja Towers generally maintain charges ranging between ₹5–₹7 per sq. ft., depending on services provided and occupancy levels.

This cost gap raises important questions about:

  • What additional services are now being included?
  • How are funds like the “Replacement Fund” or “Insurance” being calculated?
  • Are these rates temporary (for setup costs) or part of a longer-term structure?

Transparency in how these rates were decided, and how they will be utilized, will be crucial for building trust among owners and tenants alike.


The Way Forward

As Vishal Tower transitions from builder-led management to an owner-led model, clarity and communication will be key. The newly formed Association has an opportunity to:

  • Publish detailed breakdowns of costs and annual budgets
  • Create open channels for owner participation in decisions
  • Ensure all legal registrations (under RWA or Apartment Ownership frameworks) are completed and transparent
  • Align maintenance rates with market norms while maintaining high service standards

The shift marks an important turning point in the governance of Vishal Tower and reflects a broader trend across Delhi NCR — where property owners are asserting their right to self-manage their communities, improve transparency, and make collective decisions for the long-term health of their buildings.
